There is a known issue in 2013 for all AutoCAD versions including AutoCAD Electrical when using the Express Tools. Some of the commands are not recognised. This is easily fixed:
There is easy workaround for this issue, just appload the following arx files in the express folder:
1. ctextapp.arx for Arc Aligned
2. dimsio.arx for Import Style and Export style
3. leaderex.arx for 3 Annotation Attachment tools and also Convert to Mtext
4. mocoro.arx for Move/Copy/Rotate
5. sysvdlg.arx for System Variables
